Start-of-flow trigger for onboarding. Fires once per device, the first time it is ever seen, while it is still unadopted : this is the one trigger that fires for unadopted devices, because noticing them is its whole purpose. Pair it with `device adopt` to auto-onboard, or with a notification to approve by hand.
