Cancels a payment that has not completed. A payment that already succeeded cannot be cancelled : refund it instead.

A basket abandoned halfway leaves a payment intent open, and an open intent can still be confirmed by a browser tab somebody left running. cancel payment intent closes it deliberately, which is the correct end for an order your own flow has already abandoned. It only works while the payment has not succeeded: refunding a completed one is a different block.
